  2. Self-attested photocopy of MSMEs registration no. (Only for Medium Enterprises) & Sales Tax / VAT Registration Certificate.
  3. Self-attested statement of personal assets and liabilities along with the residential address of Proprietor/Directors/Partners.
  4. Copy of Memorandum & Articles of Association along with the list of Directors in case of Pvt. Ltd. /Ltd.

A copy of Bylaws & charter of society along with a list of governing body/executive members in case of society.

  4. Audited/Provisional financial statements of the unit: – Last year audited financial statements. / Provisional current year financial statements. For startup MSME unit- Projected financial statements duly certified by its Auditors or Chartered accountants.

Partnership firms are required to submit additional documents which are as follows:

  • General Power of Attorney in favor of one of the Partners
  • Partnership Deed
  • Form ’A’ from Registrar of Firms showing the names of the partners

Private Limited Companies should submit the following additional documents:

  • Certificate of Incorporation duly authenticated
  • Memorandum and Articles of Association duly authenticated
  • Names of sitting Directors, their addresses and their share holdings
  • Board Resolution in favor of the Signatory of the application and documents

Co-operative societies should submit the following additional documents:

  • Certificate of Registration of Societies
  • Society’s By-Laws/Regulations etc.
  • Names of Members, their addresses and share holding
  • Current Certificate from Registrar of Societies that the Society is still functioning and its working is satisfactory
  • Details of authorized share capital and subscribed share Capital
  • Details of movable as well as immovable property owned by the Society
  • Resolution of Society for seeking registration under Government Purchase Program
  • Resolution in favor of Signatory of the application & documents

 Important note

In case your manufacturing unit has not completed one operational year, you can apply for a provisional certificate which is valid for one year. Furthermore, the registration is also valid for one year only after which it needs renewal.

CREDIT LINKED CAPITAL SUBSIDY SCHEME (CLCSS) FOR TECHNOLOGY UPGRADATION

The Credit Linked Capital Subsidy Scheme offers subsidy on the loan taken or cost of equipment, whichever is lower. There are 51 different sub-sectors where this scheme is applicable, covering a multitude of equipment.

  2. An MSME receives 15% subsidy on loan taken for technological up-gradation. The ceiling on loan allowed is ₹1 Crore

Application:

How can an MSME apply for this scheme?

  1. An MSME that wishes to upgrade its equipment and technology, would have to approach the concerned bank/nodal agency. Concerned Bank/PLI will upload the online application of CLCSS and forward it to their Nodal Bank. The Nodal Bank will forward the same to the Office of DC (MSME) after scrutiny
  2. MSMEs cannot directly apply, but their banks will forward their application to office of Development Commissioner
  3. The application for subsidy should be filled latest by the quarter ending after paying the last installment of term loan. For example, if the payment date is falling between 1st January, 2015 to 31st March, 2015 the claim should be forwarded latest by June, 2015 to Office of DC (MSME)
  4. The subsidy will be kept in the form a term deposit for three years in the bank by the Office of DC (MSE). The beneficiary unit shall remain in commercial production for a period of at least three years after installation of eligible plant & machinery on which subsidy under CLCSS has been availed. If the unit fulfills the condition, the term deposit will be transferred to the unit’s account after three years

All MSMEs except those in retail trade, educational institutions, agriculture, self-help groups, and training institutions are eligible borrowers for this scheme.

  1. Under this scheme guarantee is given to member lending institutions and not to MSMEs. You, as an MSME entrepreneur would have to approach your bank with your business proposals for credit
  2. Eligible lending institutions or member lending institutions (MLI):- All Scheduled Commercial Banks, selected Regional Rural Banks, selected State Financial Corporations like SIDBI are entitled to avail guarantee cover in respect of their eligible credit facilities under the scheme.

 

Application:

How can Banks and Financial Institutions apply for this scheme?

Banks and Financial Institutions can apply for this scheme in the following ways:

  1. MLIs should apply online for guarantee cover for eligible cases sanctioned by them. This application should be submitted by the end of the subsequent quarter of Loan.
  2. The online application is approved by CGTMSE if it meets the eligibility criteria of the scheme. On successful approval of application, a CGPAN is generated which is unique to the credit facility sanctioned. (For term loans and working capital loans)
  3. An Annual Guarantee Fee (AGF) is generated and can be seen online by MLIs. This fee is payable by the end of the day as per the applicable rate.
  4. The AGF is payable within 30 days of its generation or first disbursement of loan by MLI, whichever is later.
  5. When the MLIs receive the demand advice from CGTMSE they are required to allocate such demands by ticking against the correct CGPAN. After such allocation, an RP number is generated.
  6. MLIs should then forward the demand of AGF by a Demand Draft along with a covering letter that indicates the RP number to CGTMSE.
  7. CGTMSE then sends the draft to IDBI bank for realization. When the draft is realized the amount gets appropriated and guarantee starts.
  8. MLIs can then verify the commencement of guarantee from CGTMSE portal by accessing the ‘Report and MIS’ section and choosing ‘CGPAN history’ from ’Application Related Reports’.

The Assistance to Training Institutions Scheme reimburses an MSME that undergoes training on short term courses on the topics of credit, promotion, capacity building, environment impact, livelihood, communication skills, and many more. Furthermore, the MSMEs are reimbursed for attending the courses.

It also provides assistance for undertaking research and studies, establishing MSME Chair and training programs.

Go Global:  Finance Scheme to Participate in International Trade Conventions

The international marketplace offers a world of business opportunities. Every business aims to go beyond geographical borders and make their mark globally. In order to do so, it is vital that it showcases itself at international trade fairs and conventions.

Enrolling a business into these conventions requires a significant amount of financing which sometimes becomes difficult to arrange. This is where the International Cooperation Scheme comes into picture.

Overview

The International Cooperation Scheme provides financial assistance to an SME organisation or a body that wishes to participate in international trade fairs and conventions.

Benefits

How does an SME body benefit from this scheme?

SMEs who are members of an SME organisation can benefit from this scheme. This finance scheme provides funds to SME organisations or bodies for various expenses incurred while participating in international delegations.

Here are the various benefits such SME organisations can enjoy under this scheme:

  1. When visiting foreign countries as an MSME business delegation:
  • 100% reimbursement of airfare, up to ₹5 lakhs, for both the SME delegates and the office bearer of the SME organisation is provided
  • An additional reimbursement of $150 per day for the office bearer’s stay/meals/local expenses, etc. is provided
  • A compensation as per the accompanying government official’s entitlement is provided
  1. When participating in international exhibitions, trade fairs, or buyer-seller meets as an MSME delegate:
  • Along with the benefits listed above, 100% reimbursement (maximum up to ₹ 1 lakh) is provided, which covers all the space rental charges and expenses paid by an SME body or organisation at the time of participation
  1. When participating in international exhibitions or trade fairs held in India:

100% reimbursement (maximum up to ₹ 1 lakh) is provided covering all the space rental charges and expenses paid by an SME organisation or body at the time of participation

  1. When organizing international Conferences or Seminars for Indian SMEs:
  • For a foreign resource person’s airfare, 100% reimbursement (maximum up to ₹5 lakh) is provided
  • An overall reimbursement (maximum up to ₹5 lakh) per event is provided if the event is held in India
  • An overall reimbursement (maximum up to ₹25 lakh) per event is provided if the event is held abroad 

Eligibility Criteria

What is the eligibility criteria for this scheme?

The scheme can only be availed by an SME organisation or body. Moreover, the SME organisation should:

  • Be registered under the Companies Act or be a Society under the Societies Act, etc. with the primary objective of promoting and developing MSME business in India
  • Act as an SME organisation or body since the last 3 years with a good track record
  • Have regularly audited accounts for the past 3 years
  • Have applied for financial support for events, that have significant international participation

However, the following Terms and Conditions* must be kept in mind before applying for this scheme:

  • An SME body can apply for a maximum of two events in a financial year. The Screening Committee can, however relax this rule and allow additional applications for special events.
  • An SME, as the applying organization, would have the sole responsibility of selecting the participating units.
  • The entrepreneurs or participants who are participating in the event on behalf of an SME body should be chosen in a fair and transparent manner, taking into consideration factors like track record, growth potential, export potential, etc.
  • SC/ST/Minority/Women entrepreneurs must be adequately represented.

Individuals who have not participated earlier with government grants should be given preference.

Documents Required

What documents are required to apply for this scheme?

The following list of documents must be submitted in order to apply for this scheme:

  • The name of the delegates who are proposed to participate in the event in Annexure A
  • The Budget estimate – in Annexure B
  • The Copy of Registration Certificate of your SME organisation or body which is to be submitted once
  • Copy of Memorandum and Articles of Association which are to be submitted once
  • Copies of Audited Balance Sheet, Profit & Loss Account or Income & Expenditure Account of the applicant body for the last three years

In addition, the following documents are needed when claiming the refund:

  • A complete list of participants – in Annexure-C
  • A Mandate Form which should be duly filled up by the SME body and verified by the concerned Bank – in Annexure-D
  • Pre-receipt – in Annexure-E
  • Udyog Aadhar Memorandum Acknowledgement
  • Copy of e-ticket complete in all respect with fare information on e-ticket for air travel
  • Boarding Pass
  • Invoice/Bills for space rent (in case stalls were put up in the event)
